The MERL Consulting Division of WeBid East Africa Limited is an independent monitoring, evaluation, research and learning practice delivering feasibility studies, third-party monitoring and data-driven insights across East and Central Africa. We support governments, development partners and implementing organisations to track performance, verify results and make informed decisions — particularly in complex, remote and high-risk environments. Operating across Uganda, Kenya, Tanzania, Rwanda, South Sudan, Sudan, the DRC, Burundi and Somalia, we combine rigorous methodologies with strong field presence to deliver reliable, actionable evidence.

Our quality control is embedded across every assignment through standardized methodologies, multi-level review systems, data validation protocols and continuous improvement mechanisms.

What Working With Us Looks Like

From first contact to final report, you deal with senior specialists — not a sales layer. Every assignment follows our five-phase execution flow (inception and ToC validation → tool design and piloting → CAPI data collection with daily QA → analysis and triangulation → validation and decision-use outputs), each phase closing with a named deliverable on a committed date. You get weekly check-ins, a real-time field dashboard during data collection, and named backup personnel pre-identified for every key role — no substitutions without your written consent, ever.

Our Expert Team

WeBid is powered by a 29-person team organised into three specialist units — a Core M&E & Youth Team, an Environmental & Social Safeguards (ESS) Team, and a Support & Specialised Team — spanning MERL strategy, qualitative and quantitative research, environmental and social safeguards, GESI and safeguarding, field logistics, data science and communications.

Together, our team holds more than 180 years of combined professional experience, including five senior specialists (10+ years each), sixteen mid-career specialists, and a dedicated field enumeration team that keeps our methods grounded in real fieldwork, not theory.

Language and local access, not just technical skill. Our team carries native or fluent fluency in more than ten East African languages — including Acholi, Lugbara, Luganda, Runyankole, Ateso, Madi and Kiswahili, with working Arabic for border-community engagement. This means field teams can often work directly with communities in West Nile, Karamoja and South Sudan border areas without an interpreter — local access that keeps data quality high in the hardest-to-reach places we work.

Extended through real local partnerships, not anonymous subcontracting. In South Sudan, we deliver through a signed consortium partnership with a Juba-based national consultancy. In Rwanda, we partner with a Kigali-based education-research specialist firm for education-sector assignments. Rather than parachuting in generalists, WeBid pairs its own multidisciplinary team with vetted, in-country partners for the specific expertise each context demands.
